One of Africa’s greatest footballers and the only African to win the Ballon d’Or (1995), played for Liberia, a nation that has never qualified for a FIFA World Cup. Despite his individual brilliance at club level—especially with AC Milan—Liberia lacked the depth and resources needed to compete on the world stage.

The Italian ace was really, really close to lifting the World Cup. Baggio infamously missed a penalty in the World Cup final against Brazil in 1994.
