A Niger Delta advocacy group, POLIVOX, has commended the Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Otuaro, for awarding scholarships to over 160 youths from the region and for restoring public confidence in the programme.
The group highlighted that under Otuaro’s leadership, a growing number of Niger Delta youths are pursuing degree programmes across Nigerian universities, creating a new generation of skilled professionals.
In a statement, POLIVOX Publicity Secretary Afekhai John praised Otuaro for his proactive leadership, transparency, and focus on sustainable human capital development. He urged Niger Deltans to support Otuaro’s ongoing reforms aimed at transforming the region.
John noted that Otuaro has shifted the programme from stipends to a model emphasizing high-value education and sustainable entrepreneurship, describing it as the “Otuaro Doctrine.”
A senior PAP officer added that the initiative trains youths in strategic fields such as marine engineering, aquaculture technology, cybersecurity, data science, artificial intelligence, and renewable energy, preparing them as future architects of the Niger Delta’s economic diversification.
The group further highlighted that Otuaro’s administration has established public-private partnerships linking beneficiaries to employment opportunities, while institutionalizing mentorship frameworks to create a self-sustaining cycle of success.
They described the initiative as a strategic investment in national security, transforming former agitators into productive professionals and fostering sustainable peace.
POLIVOX emphasized that Otuaro’s reforms exemplify the core principles of President Bola Ahmed Tinubu’s Renewed Hope Agenda, promoting economic empowerment, education, and vocational training.
The group affirmed that public confidence in PAP has been restored, noting the tangible impact of Otuaro’s leadership on the region’s development and prosperity.
