
The Anambra State Government says it has concluded its investigation into allegations of sexual misconduct made by a human rights lawyer and public commentator, Prof. Chidi Odinkalu, against the Security Adviser to the state governor, Ken Emeakayi, and has found the claims to be “false and misleading”.
Odinkalu had accused Emeakayi of alleged sexual misconduct bordering on an improper relationship with Mrs Mmasi Nwangwu, the wife of the detained native doctor, Chukwudozie Nwangwu, also known as “Akwa Okuko Tiwaraki”.
The allegations, made some weeks ago, generated controversy and public debate surrounding the prosecution and conviction of “Akwa Okuko Tiwaraki”.
However, in a press statement released on Tuesday, a media aide to the Anambra State governor, Mazi Ejimofor Opara, said a fact-finding committee constituted by the state government to probe the allegations submitted its report on May 11 and exonerated the security adviser.
The statement read in part, “The Anambra State Government has concluded its investigation into allegations made by Prof. Chidi Anselm Odinkalu against the Governor’s Security Adviser, Mr Ken Emeakayi, and has found the claims to be false and misleading.
“A fact-finding committee constituted by the state government to probe Prof. Odinkalu’s allegation that Mr Emeakayi was involved in an improper relationship with Mrs Mmasi Nwangwu, wife of convicted Mr Chukwudozie Nwangwu, popularly known as ‘Akwa Okuko’, has submitted its report dated May 11, 2026.
“The committee, chaired by the Attorney-General of Anambra State, Tobechukwu Nweke, SAN, and comprising senior lawyers from the Ministry of Justice, stated that it took evidence from all the accused parties.
“This included Mr Ken Emeakayi, who supervised state actions against Mr Chukwudozie Nwangwu as referenced by Prof. Odinkalu; Mrs Mmasi Nwangwu; and counsel to Mr Nwangwu, who testified on his behalf.”
However, the state government said Prof. Odinkalu failed to honour its invitations.
“According to the report, the committee issued several notices to Prof. Chidi Odinkalu, inviting him to respond via text or to join a virtual or physical meeting to disclose the source of his information or provide evidence supporting his allegation. Prof. Odinkalu failed to honour any of the notices.
“After reviewing all evidence presented by relevant persons, the committee found the testimonies consistent in establishing that Mr Ken Emeakayi and Mrs Nwangwu did not have any personal or improper relationship.
“Accordingly, the committee concluded that the allegation is false and misleading.
“The Anambra State Government reiterates its commitment to due process, fairness, and the protection of the reputation of public officers from malicious and unsubstantiated claims,” the statement concluded.
Meanwhile, reacting to the government’s position, Prof. Odinkalu dismissed the committee’s report as “an amateur cover-up” and insisted that his allegations remained valid.
In a statement posted on social media, Odinkalu said, “My allegations about a cabinet adviser of the Governor of Anambra State stand unimpeached, and this amateur cover-up will fail.”
He disclosed that he received WhatsApp messages on April 29 and May 1, purportedly from the Anambra State Attorney-General, requesting that he disclose the identities of his sources and the name of the security adviser allegedly involved.
Odinkalu questioned the credibility and procedure of the inquiry, arguing that the messages failed to disclose the composition, legal authority, or terms of reference of the investigative panel.
“It also seemed to me incongruous that an investigation should be run via WhatsApp. Surely, an Attorney-General claiming to be a SAN ought to know how to write a letter,” he stated.
The professor further said he declined to respond because he was sceptical about the authenticity of the messages and the credentials of the sender.
Odinkalu also criticised the government for eventually naming Emeakayi publicly, claiming the exercise amounted to a “whitewash”.
He maintained that he stood by his allegations despite the committee’s findings.
