Nigerian lawyer Festus Oguns has given the Federal Government seven days to release the list of the 8.1 million households it claims benefited from the ₦330 billion Conditional Cash Transfer (CCT) programme.
On September 16, 2025, the Minister of Finance and Coordinating Minister of the Economy, Wale Edun, announced that ₦330 billion had been disbursed to 8.1 million households across the country under the National Social Safety Net Programme (NSSNP).
The initiative, implemented by the National Social Safety-Nets Coordinating Office (NASSCO) under the Federal Ministry of Humanitarian Affairs and Poverty Reduction, was designed to cushion the effects of ongoing economic reforms on Nigeria’s poorest citizens, with support from the World Bank.
In a Freedom of Information (FOI) request addressed to the National Coordinator of NASSCO, Oguns demanded transparency in the disbursement process.
He requested the full names, disbursement dates, total amounts received, and states of residence of all 8.1 million beneficiaries.
Oguns stated that Nigerians were concerned about the secrecy surrounding the programme, which provides at least ₦25,000 per household, and called for immediate disclosure.
“We are confident that this request will be treated urgently in line with Section 4 of the Freedom of Information Act, 2011,” he warned.
“In the unlikely event that our modest request is not met within the statutory timeframe, we will be compelled to take appropriate legal steps in the public interest.”
